To assist income-eligible individuals in meeting this requirement, the state established the California Low Cost Automobile (CLCA) Insurance Program in 1999. This initiative, governed by California Insurance Code Section 11629.7, aims to provide affordable liability insurance to those who qualify.

A significant update to the program came into effect on January 1, 2015, with the passage of Senate Bill 1273. This law broadened access to the CLCA program by creating an exception to the continuous licensure requirement, allowing drivers with less than three years of driving experience to participate. Additionally, it increased the maximum vehicle value for eligibility from $20,000 to $25,000.
