- Opaque or Auction Websites: Rates found on auction or wholesale websites that don’t reveal the car rental company’s name until after the purchase are not included in the guarantee. Transparency is key to a valid comparison.
- Membership-Required Rates: Websites requiring a membership login to view rates are also excluded, as these are not considered publicly available rates.

Budget retains the right to modify the terms and conditions and to refuse or expire coupons without prior notice. Coupons cannot be applied to completed rentals. Renters must meet Budget’s age, driver, and credit requirements, and minimum age requirements can vary by location. An additional daily surcharge may be applied for renters under 25 years old.
