Foster care is intended to offer temporary support for children when they cannot safely remain in their family homes. Ideally, it serves as a short-term solution focused on family reunification. However, for many children, the reality of foster care is marked by extended stays and multiple placements. Placement stability is also a significant concern within the foster care system. Data indicates that over a third of children in foster care experience three or more placement changes within a single year. Stable placements are crucial for fostering a sense of safety and belonging, which are essential for a child’s healthy development. Frequent moves can be attributed to various factors, including foster family turnover, burnout, or a mismatch between a child’s needs and the foster family’s capacity to meet them. These multiple placements can be detrimental to a child’s emotional and psychological well-being.

Examining the duration of their stay, the challenges of sibling separation, placement locations, and the frequency of placement changes reveals a system grappling with significant challenges.
